Panaji: In a significant move to protect weddings and social gatherings from disruption, the Goa government has announced that hotels and event venues cannot be forced to stop playing music or make payments based on copyright claims raised by private agencies such as Phonographic Performance Limited and Novex Communications.
Responding to a Calling Attention motion in the State Assembly, Chief Minister Pramod Sawant clarified that venues across the state would receive formal instructions not to halt music or make direct payments if approached by such agencies during events. Instead, any objections or copyright-related disputes must be referred to the police authorities rather than being settled immediately at the venue.
Relief for Hotels, Event Managers and Families
The announcement is expected to provide major relief to hoteliers, event planners, and families hosting weddings and private celebrations. In recent months, several venues reportedly faced interruptions during functions due to on-the-spot copyright enforcement claims, leading to confusion and financial pressure.
The state government emphasized that social and private gatherings should not be disrupted over disputed copyright issues. Officials reiterated that celebrations, particularly weddings, must proceed smoothly without last-minute interference.
Matter to Be Raised with Centre
The Goa administration also confirmed that it will escalate the issue to the Ministry of Commerce and Industry at the Union level. The state plans to seek relief aligned with an order of the Gujarat High Court and work toward a long-term solution to clarify the legal framework governing music usage at private events.
According to the government, existing legal provisions already provide certain exemptions for private and social functions. The administration reiterated its commitment to safeguarding event organisers and ensuring uninterrupted celebrations across Goa.
